When is the Blackberry Hub API coming out?

I'm not personally a developer, but I know a lot of apps that currently use my general notifications box are hoping for access to blackberry's hub API so they can create their own notification icons and boxes. Does anybody know when Blackberry is going to release this API for developers to use?

I searched on the forums and on Google and couldn't find any other information apart from an article on Crackberry from January.
